Scinergy Pacific conducted a country mission, stakeholder engagement, desktop analysis, and scoping study in Pohnpei, Federated States of Micronesia (FSM), to assess challenges and opportunities in the energy transition. The study evaluated grid capacity, renewable energy (RE) integration potential, and pathways to achieve FSM’s target of 70% RE by 2030.

Project Overview
Extensive stakeholder consultations were held with government agencies, utilities, development partners, and local communities. Site visits to power generation facilities, including the 725 kW Nanpil hydropower plant and the Polanga Solar Farm, provided insights into the existing energy landscape. The desktop analysis reviewed national energy policies, roadmaps, and past studies, revealing significant grid challenges such as outdated diesel generators, unreliable transmission networks, and limited RE integration. Despite donor-funded initiatives from the Asian Development Bank (ADB) and the World Bank, financial constraints, technical limitations, and land acquisition issues slowed progress.
The scoping study identified key opportunities, including expanding solar PV, battery energy storage systems (BESS), and hydropower projects. It emphasized the need for grid modernization, stronger regulatory frameworks, and capacity-building initiatives. The study recommended a coordinated energy transition strategy, institutional collaboration, and investment in grid upgrades to support large-scale RE deployment. Scinergy Pacific’s final report outlined policy enhancements, financing mechanisms, and capacity-building initiatives essential for FSM’s long-term transition to a sustainable and resilient energy system.
Scinergy Pacific developed the Statement of Work for technical advisory services supporting SPC and FSM’s energy transition. The consultancy aimed to provide technical and management advisory support, focusing on stakeholder engagement, technical due diligence, and capacity strengthening for renewable energy (RE) integration.
